Former rebels are still living in improvised encampments in remote rural areas while others seeking a life in cities face stigmatization and few available opportunities. After targeted killings of four FARC ex-combatants at the Ituango reintegration encampment, ex-fighters and their families fled to a makeshift camp in Mutatá. The government eventually built them houses—the red roofs seen in this aerial view—but the structures lack running water and become uninhabitable in the afternoon heat. Residents of this encampment still fear for their lives.Key facets of the accord remain unfulfilled by the current government; only 28% of its measures have been implemented. Meanwhile at least 276 ex-combatants have been killed, and the violence has also targeted activists. Over 400 human rights defenders have been killed since the signing of the peace accord, the highest number of any country in Latin America, according to the UN High Commissioner of Human Rights.
